Substation procured, and construction commenced on site
The challenge
BCS were appointed by a multi-site colocation provider to procure and deliver a 130MW substation. The substation is being constructed to power a 103MW data centre in Germany. The project included the procurement and delivery of temporary power solution from overhead power cables and procurement and delivery of the permanent solution and cable route from the local substation to site.
Tight budget and small contractor pool in the area meant that strict control and production of comprehensive tender pack was imperative. BCS collaborated with the client project management team to achieve this. Tender prices were returned by the contractors over budget leading to an extensive post tender interview stage and collaboration was required with the contractor to bring costs back in line.
What We Did
BCS worked tirelessly through the tender and post contract phase to ensure the budgets and programme was adhered to.
Key actions:
· Stage 3 and 4 cost planning.
· Preparation of ITT and tender documents.
· Interacting with the tenderers throughout the tender period to ensure accuracy of pricing.
· Tender interviews and recommendation report.
· Contract sum negotiations and Contract document preparation.
· Post Contract Cost Management, including change control, valuation, and cost reporting.

· Mitigate delays to power on date by continuous engagement and applying pressure to NGET.
· Non-firm power offered from NGET - BCS worked with NGET to extend the temporary power solution to fill the gap.

Client gained cost certainty and confidence with a clear, agreed Contract Sum before construction began.
Substation contractor selected not only on price, but on quality of return — ensuring best value.
